Rule 21
Rules to be followed by the members participating in the discussion
The members participating in the discussion in the meeting must follow the following rules:-
(a) to stand up to attract the attention of the Speaker and to speak only after the Speaker calls his name or gestures,
(b) The conduct of the Speaker should not be criticized except during the discussion of the motion that the Speaker has not behaved in a manner appropriate to the position,
(c) Not to criticize any decision of the House or the Speaker except in the case of speaking on a motion that any decision of the House or the Speaker be annulled,
(d) Discussion of matters prohibited by Article 105 of the Constitution should not be discussed (e) not to speak indecent, obscene, insulting, offensive words or in a manner contrary to public decency or morals and not to speak in a way that insults or affects any person, caste, religion, language or gender in any other way, and
(f) The right to speak should not be misused with the intention of disrupting the work of the House.
